BIOGRAPHY AND EDUCATION
- Angel Alcala was born on March 1, 1929 by Crescenciana Chua and Porfirio Alcala. He grew up in the Municipality of Cauayan, Negros Occidental, in a moderately low-income family in the small coastal town of Calling, Philippines.
- Angel used to accompany his father, a fish farmer, to the agricultural fish ponds. This is where he started to have an interest and passion for the marine environment.
- He attended Kabankalan Academy with a scholarship and was an active member of the debate team and their Boy Scout troop.
- He finished his bachelor’s degree in biology and graduated magna cum laude at Silliman University (1951). He later attended Stanford University in the United States to complete his master’s degree.
- Alcala soon earned his Ph.D. in biology and earned an honorary doctorate from both Xavier University and the University of Southeastern Philippines (1966).
- After he graduated from his studies, Angel later became a professor and even worked as the President of Silliman University.
- He also served as Secretary of the Department of Environment and Natural Resources (DENR) from 1992 to 1995, and he was chairman of the Commission on Higher Education (CHEd) from 1995 to 1999.
- Alcala also worked on marine and aquatic projects, including those supported by the United Nations, the World Bank General Environmental Facility, and the Marine Science Institute of the University of California.
ACHIEVEMENTS & CONTRIBUTIONS
- He was the first Filipino scientist to lead the research of Philippine reptiles and amphibians, which led to the discovery of 50 species.
- In 1974, he pioneered the concept of using marine protected areas as a tool to manage and protect fishery species and marine biodiversity.
- He also promoted conservation on many issues involving the environment.
- Alcala managed the restoration and preservation of large predatory fish populations near a small marine sanctuary in Sumilon Marine Reserve at Apo Island, Philippines.
- He also experimented with conserving coral reefs and other marine resources by testing the mobility of fish species in the absence of human interference.
- In 1977, Acala set up the first artificial reef in Dumaguete, Philippines. There are now over 1,000 such areas throughout the country.
- At CHEd, he promoted research programs in biodiversity, marine ecosystems, and river systems throughout the country, and he funded research projects and capability building.
- His work and publications also served as a basis for the inclusion of MPAs in R.A. 8550 (Fishery Code) and in Philippine Local Government Code.

- Gregorio Y. Zara Award in Applied Science – DOST (1991)
- Biodiversity Award – Field Museum of Natural History (1994)
- Lifetime Awardee – Federation of Institutions of Marine and Freshwater Sciences (1995)
- Outstanding Fulbright Award in Ecology – Philippine American Educational Foundation (1996)
- Outstanding Dumagueteño in Science and Technology – Dumaguete City Government and Best Paper Award – International Society for Reef Studies (1998)
- Pew Fellow in Marine Conservation – Pew Fellows Trust (1999)
- Father of Community-based Marine Sanctuary (2001)
- Professor Emeritus – Biological and Marine Sciences – Silliman University (2007)

- Named a member of the Fulbright Philippines Hall of Fame and awarded Oceans Legend by PEMSEA during the East Asian Seas (EAS) Congress in Iloilo City (2018)
PERSONAL LIFE AND CURRENT CAREER
- He was married to Naomi Lusoc-Alcala in 1952, and they had six children.
- Currently, he is the Chairman of the Board of Advisers at the Angelo King Center for Research and Environmental Management at Silliman University.
